Chandigarh, Apr 18 (PTI) The session of Haryana Vidhan Sabha will be held on May 4.A decision to this effect was taken in a meeting of the state cabinet under the chairmanship of Chief Minister Manohar Lal Khattar here today, an official spokesman said.The cabinet also approved new Haryana Police Service Rules, 2017 for the non-gazetted posts and other ranks.These rules would govern the service conditions of all ranks, including general cadre of both men and women, in all districts and ranges and of Government Railway Police, Haryana Armed Police and Commando Police Force.According to new rules, 100 per cent of the posts of inspectors would be filled through promotion from the rank of sub-inspector.In case of sub-inspector, 50 per cent posts would be filled by promotion among assistant sub-inspector and 50 per cent by direct recruitment, out of which three per cent posts would be filled from among outstanding sports persons, he said.In case of ASIs and head constables, 100 per cent posts would be filled by promotion from among the head constables and constables, respectively.Total 100 per cent posts of constables would be filled by direct recruitment out of which three per cent posts would be filled from among outstanding sportspersons, he said.As far as the age for direct recruitment of sub-inspector is concerned, the candidate should not be less than 21 years of age and not more than 27 years on the date to be specified by the commission or any other recruiting agency, he said.In case of constable, the age should be between 18 and 25 years. Mason Rudolph’s poor performance on Saturday was not the only reason Oklahoma State lost in Bedlam, but it was a big one. Rudolph was 11/25 for 186 yards and no TDs. He missed receivers all over the field. Rudolph did run the ball quite well, which was a bright spot, but all in all it was probably the worst performance we have seen from No. 2 since the Texas game last year.Here is Pro Football Focus on his grade.Rudolph seemed to have problems all game with trying to get a grip on the football, as it seemed to be slipping out of his hands every time he threw … [he] was 0-of-7 on passes between 10 and 20 yards. Rudolph found himself under pressure on 8 dropbacks (out of 29) and failed to complete any of his five attempts, while also taking two sacks. While this was a tough game for Rudolph, it shouldn’t take away from the phenomenal season he had in which he graded out at 89.5 overall, among the best college quarterbacks in the country. I think it was just a question of execution on my part and we’ve just got to be better.”As for whether the weather affected him, Rudolph didn’t make excuses.“We kind of practiced a little bit all week in preparation for it, but there are certain times when you’re going tempo and the ball is a little more wet at the beginning of the drive than it is when you’re not going tempo,” said Rudolph. “But once again, no excuses. There were a handful of near-INTs in the first half, and the Cowboys had 11 pass break-ups in the game.Spencer Sanders: B-This wasn’t a world-beater game from Spencer Sanders, and the offense honestly struggled mightly in the second half, but he gave the Pokes’ playmakers a chance.His 249 passing yards are boosted by the fact that Tylan Wallace and Braydon Johnson ran for a combined 121 yards after catch on two plays. But, Sanders played his role. Apart from his lone turnover, he didn’t try to do too much, and that’s a performance he can build off.Tylan Wallace: A+This is all you need to see:Matt Ammendola and Tom Hutton: A+Kickers and punters don’t get a whole lot of love.Like offensive linemen, you don’t often notice them unless something terrible happens, but OSU has two good ones.Will start with Hutton, who has taken some flack early in his college career at times. However, Hutton’s 17 punts downed inside the 20-yard line leads the conference by three. He also has just one touchback this season, meaning he has been quite accurate.Sure, he hasn’t gotten to unleash his leg yet this season with only four of his punts going longer than 50 yards, but he is a strength in the battle of field position. Three of Hutton’s six punts from Saturday were downed inside Iowa State’s 20.As for Ammendola, he’s 12-for-12 this season on field goals. He nailed a season-long 49-yarder Saturday like it was an extra point.In his early days as a Cowboy, Ammendola was known as a kid with a big leg who was inaccurate, and as a senior, he’s proving to be an all-around rock for OSU’s special teams.
